Baseline assessments are carried out to establish existing conditions prior to intervention aimed ultimately at changing the existing conditions. A baseline assessment informs the planning stage of an intervention and allows for ongoing monitoring and measurement of the impact of the intervention.
Interventions aimed at increasing human capital require capacity assessment, a specific form of baseline assessment.
The training module on baseline assessments guides the participants on how to conduct:
- Scope of intervention
- Internal factors within the scope of intervention and their current states
- External conditions such as risks and possible mitigation measures
- SMART (Specific, Measurable, Attainable, Realistic, Time-bound) indicators
- Indicator analysis (qualitative and quantitative)
